PRAG (Practical guide on contract procedures for European Union external action / Praktični vodič za procedure ugovaranja spoljnih akcija Evropske unije) je sistem pravila za ugovaranje i sprovođenje ugovora o nabavkama i grantovima namenjenim spoljnim akcijama EU.
Možemo ga posmatrati kao vrlo razrađen EU „Zakon o javnim nabavkama“ kome su pridodati vrlo detaljni modeli ugovora za ugovaranja radova, dobara, usluga i grantova. Praktično sva sredstva koja EU ili neko od njenih tela, banaka, institucija, i dr. plasira van granica Unije se moraju ugovoriti i potrošiti u skladu sa PRAG pravilima.
